Is REBOL/View an example of a Runtime Environment?

Is REBOL/View an example of a Runtime Environment like some of the following?

Well, I guess you can say it is. You need REBOL/Core, View or other REBOL product to execute REBOL code. The difference between REBOL and most other runtime environments is just that REBOL is extraordinarily simple, one program, to let you run scripts rather than a heap of libraries and whatnot.

It's also possible to make executables by encapulating a REBOL/Encap or other runtime environment with the source, but basically it still does the same thing, hidden inside an executable.
