It's a useful public space where people who find REBOL can ask questions.....Enough experts (like Gabriele) check here often so that questions get answered reasonably quickly.
But it's never really taken off as a place to chat.
REBOLers are addicted to "dark net" spaces -- so most chat happens on the REBOL3 Altme world, or Qtask, or IOS/Developer.
Most of those places are not instantly findable by someone who has recently discovered REBOL and is looking for the watercooler. You can see some of the REBOL3 chat from here, but it's a small portion:

The most public space is still probably the main Mailing list: it's down from its pre-Altme peaks, but still services several hundred messages a month:

Meanwhile, the only real thing stopping REBOLTalk from being busier is the lack of people posting.
